Rework
Reworking a tattoo is usually best if you liked the original idea of the previous tattoo and want to preserve it or if it was close to what you had envisioned but needs some tweaks to make it perfect. This is usually less expensive than other forms of cover-ups because the design usually stays the same size. this can change however if you decide to make additions.

Cover-up
Doing a cover-up is best for completely eliminating an old tattoo. This process can be a single session or multiple based on the size of the new piece. With this you should expect the new tattoo to be larger than the original, incorporate darker tones, and be strategically designed to succeed.
This option could involve:

White-out Cover-up
This type of cover-up is best if there is limited space, if the original tattoo is very dark or dense, or if you do not want to go large. This is a multi-session venture, with each session a mixture of working towards a finished tattoo and lightening the older piece by doing white, nude, or color correction. This is the most time consuming but yields brighter and smaller coverups.
This option could involve:

2 or more sessions, based on the healed state of the last whitening.

The best dang way to make your old tattoo disappear
These images show a bit of the process and what you can expect with a white-out cover-up. Which is really the process of lightening your old tattoo to make it a better and easier coverup without the price, time, and pain of laser.
MULTIPLE SESSIONS!
In the start-to-finish photo you can see that it took 3 sessions to complete this clients coverup. First session we did linework and white-out, second session we were able to do color in some areas and did a second pass with the white, Third session we were able to fully complete the project.
We left about 4 weeks in between sessions which means this took about 3 months to complete. if this were laser, he would have a Minimum of 8 sessions with 6 weeks heal time in between each and $$$.
This technique is a great alternative.
